Unscheduled Campus Closures Policy

As a publicly funded service organization, Vancouver Community College (VCC; the College) is to be open for all academic activities, student support, and the administration of business activities. The safety of students, employees, visitors, contractors and facilities will always be at the forefront of the College's concerns.

In the event of any safety or security threat, the College will consider the need to close all or part of its campus operations.

This policy establishes the principles and procedures that govern the actions of the College in the event of an unscheduled campus closure.

This policy applies to all College's facilities and on-campus operations, whether owned or leased.

1. The College campuses are open for the conduct of academic, support and business activities unless there is a threat to the safety and/or security of the College's students, employees, visitors, contractors and facilities.


2. The closure of all or part of the College's facilities may be due to difficult weather conditions, safety issues or the serious breakdown of a building's systems.


3. The College will maintain a plan and procedures for situations that may lead to the closure of all or part of the College's facilities, including a plan to communicate information to the College's Board, students, employees, visitors, and contractors as well as the general public.


4. The College will take reasonable measures to minimize negative impacts on the academic activities of students and the working conditions of employees during a complete or partial campus closure. 


5. The College's human resource practices and collective agreements will address any impact on employees affected by a complete or partial campus closure.


6. Once the cause for the closure has been resolved, the College will take all reasonable measures to ensure that full campus operations are restored as quickly as possible.
